Cultural venues likely to remain closed, despite new Tier system

Although the PM’s new Winter Plan allows venues in Tiers 1 and 2 areas to reopen, restrictions on capacity make it impossible for most. Theatre seats with COVID mask, from Getty Images The Prime Minister announced today that the current lockdown in England will end on 2 December, after which English regions will enter either Tier 1, 2, or 3.

For those in Tiers 1 and 2 areas, indoor live performances will be permitted at a 50% capacity or up to 1,000 attendees, whichever is lower. Venues will remain closed in Tier 3 areas.

Head of Bectu Philippa Childs said:

“The vast majority of theatres and live events venues have had their doors closed since March, and even at a 50% capacity in Tiers 1 and 2 areas it will remain impossible for most to reopen. For those in Tier 3, the prospect of reopening is as distant as ever.

“The government knows that social distancing has a disproportionate impact on many cultural venues, and without a plan to exit the cycle of lockdowns and Tiers, many are beginning to fear the worst for the future. The government must get round the table with unions and business groups to establish a new plan to support these industries in the medium to long term.”

“Bectu welcomed the government’s extension of the CJRS and the SEISS and trust that these schemes will continue for workers in all Tiers until the end of March, as promised.

“Millions are still falling through the gaps of the schemes, as the government is all too aware. What could have been an honest mistake in Spring, is now looking like deliberate exclusion as we enter the long Winter months. The government must extend a lifeline to these workers and address the gaping holes in support.”
